    Heritage Dynamics

    How does heritage emerge, change, stagnate, disappear and/or revive over time? Should heritage be approached as a ‘non-renewable resource’ that needs to be sustained for eternity, or as a ‘renewable resource’ that adapts to change and transformation? Heritage Dynamics deconstructs the dynamic nature of heritage. Heritage as a socio-cultural practice goes through non-linear, continuous lifecycles, where certain factors will be the catalyst for the ending of one lifecycle and the revival for another. Kalliopi Fouseki develops a theoretical and methodological framework of ‘heritage dynamics’, which is used as the analytical thread of six heritage contexts: heritage-led transformation in historic urban places; decision-making on energy efficiency and heritage conservation in ‘everyday heritage’ residential buildings; lifecycles of heritage collections; exhibition dynamics and the impact of participation with emphasis of ‘difficult heritage’; dynamics of dissonance on contested museums and the dynamics of ‘intangible heritage’ with emphasis on flamenco. The book offers a new theoretical and methodological framework that will enable heritage scholars and practitioners to unpack the ways and conditions under which heritage changes. The new theoretical framework will re-orientate current thinking of heritage as a thing, a process or discourse towards a new, more systemic thinking that captures the complexity of heritage. Methodologically, Heritage Dynamics introduces the potential of systemic methods, such as system dynamics, in capturing the dynamic nature of heritage. The new theory and method not only opens up new avenues for theoretical explorations, but also offers a significant tool for heritage managers and policymakers

    ‘Community voices, curatorial choices’: community consultation for the 1807 exhibitions

    This paper argues that community consultation is not always a democratic process as power often resides with museum staff members who decide which community views to accept and which to ignore. Drawing upon a series of semi structured interviews with community members, community officers, curators and other museum staff as part of the 1807 Commemorated project, I attest that consultative group members often experienced frustration, anger, and disappointment during and after the development of the 1807 exhibitions. These emotions were primarily driven by the communities’ unmet needs and expectations as well as by a clash between object-centric curatorial choices and people oriented community voices; members of the African-Caribbean community viewed their participation in the consultation meetings both as a means of empowerment of their communities and as a gesture of acknowledgement, social justice and recognition. Thus, it is imperative that community consultation is replaced by active negotiation and engagement that is aimed at shared power and ownership

    Participation in urban and rural heritage within landscape: a systemic approach exploring social and institutional impacts

    This paper argues that there is a reciprocal relationship between social and institutional impacts derived from participation in heritage. By reciprocal relationship, we refer on how participation in heritage projects can benefit community wellbeing while leading to benefits in processes of heritage management (Smith,2006) and heritage protection, and the other way around. More specifically, the paper looks at heritage participation in rural landscapes which constitute a rather under-examined context. Through an in-depth case study from the remote and rural context of Orkney islands, Scotland, UK, the analysis focuses on participation in five projects realized within the Scapa Flow Landscape Partnership scheme, a Heritage Lottery Fund (HLF) supported scheme (2009-12). 40 semi-structured interviews were conducted with local inhabitants, including 16 heritage professionals and 24 community members who were involved in the projects. The qualitative data were firstly analyzed thematically with particular emphasis on motivations for participation, perceived social impacts on community level and institutional impacts on organizational level. A second method of analysis was applied to understand how impacts are interrelated: employing a systemic conceptualization (Avrami, 2012) of interactions between community, place and institutions, we use causal loop diagrams ( a tool from system dynamics) to illustrate causal relationships between variables and understand how participation has contributed to output and finally impact formation and what are the interactions between social and heritage related impacts. One of the key causal interrelationships observed is that people’s interactions with rural elements of the historic environment increase social capital (assessed through social indicators such as social networks and social cohesion among others). Through the creation of new social networks and heritage associations this leads to reinforcing sense of place and community awareness of rural heritage. This locates local heritage institutions at the heart of local place -making processes, increasing community links with and trust towards heritage planning related agencies. This paper provides the first systemic attempt to illustrate the causal interrelationships by offering a novel methodological approach applicable for complex heritage systems such as rural heritage landscapes. We hope that this approach will inspire practitioners to think “beyond boundaries” of specific sites (Ackerman, 2014), understanding further socio-spatial associations between communities and heritage but also between communities and institutions.     Applying social impact assessment (SIA) principles in assessing contribution of cultural heritage to social sustainability in rural landscapes

    Purpose: The purpose of this paper is to propose the use of social impact assessment (SIA) principles to evaluate the contribution of cultural heritage to social sustainability, supporting both a people-centered and socially responsible approach to heritage management. Design/methodology/approach: Specifically, the paper explores SIA as a methodological tool for post-project evaluation, used to define projects’ contributions to aspects of social sustainability through analyzing impacts of participation in a rural context case study, that of the Scapa Flow landscape heritage scheme in Orkney Islands, Scotland, UK. Findings: Based on research findings from the thematic analysis of 40 semi-structured interviews on impacts (with heritage managers, planners and participants in the scheme), the paper proposes a combination of heritage value assessment process with social impact identification to achieve a context-relevant assessment of social sustainability. Existing research around social capital and sense of place supports the analysis of relevant impacts and heritage values. Findings support overlaps between socio-environmental impacts, when looking at the role of heritage for community well-being in rural contexts. Research limitations/implications: The qualitative approach allows for a context-relevant, bottom up impact assessment and allows for multiple stakeholders perceptions to be included. Practical implications: The proposed methodological approach has greater implications for the work of institutions and professionals involved in project evaluations that can inform participatory heritage project planning, ensuring high social relevance. Social implications: Application of SIA principles in heritage sector can increase social benefits of heritage projects and enable wider community participation in processes of heritage management. Originality/value: Through this case study, the effectiveness of SIA principles when applied in cultural heritage project evaluation is discussed, reflecting on a novel methodology for impact assessment in heritage

    Sustainability and Energy Efficiency in the World Heritage Site of the Historic Centre of Mexico City

    On 26 April 2017, Mexico formally adopted the 2030 Sustainable Development Agenda to link the national government to local governments, the private sector, civil society and academia. The restoration of heritage residential buildings (recovery programme) and the construction of new residential buildings aim to create a diversified environment for populations at different economic levels. However, the restoration programme faces conservation challenges. Given this context, this paper presents the results of in-depth, semi-structured interviews conducted with stakeholders in Mexico’s heritage and energy sectors. The duration of each interview was approximately two hours, with 52,372 total interview words. The paper identifies prevailing opinions regarding prioritising historical values, energy efficiency, historic buildings and users concerning Mexico City’s Historical Centre, a World Heritage Site needing a more appropriate sustainable development plan. Using grounded theory and thematic analysis, the interview data were analysed based on the interrelationship between thermal comfort, energy efficiency and heritage conservation changes over time. The results of this research will strengthen our understanding of the interventions and processes involved in managing and living in this World Heritage Site and its future impacts on buildings. The approach also underscores the importance of how stakeholders prioritise different values in making energy efficiency-promoting decisions and enhances awareness of the decision-making process and actions adopted by heritage building users. Thus, understanding the dynamic interrelationship between values, users and energy could improve the sustainable management of heritage sites and future development

    Decision-Making Processes of Residents in Preservation, Thermal Comfort, and Energy Efficiency in Heritage Buildings: A Pilot Study in Mexico City

    With building construction representing one of the largest sectors responsible for the use of natural resources, retrofitting existing heritage buildings becomes a necessity, albeit a challenging one. The emergence of specific guidance on retrofitting heritage buildings has unveiled more than never the need to understand how residents negotiate, thermal comfort, energy efficiency, and heritage conservation decisions. The paper reports the complexity of the decision-making process of residents of heritage buildings in the Historic Centre of Mexico City regarding energy efficiency, intending to improve thermal comfort and reduce energy consumption while preserving heritage values. The study involved in-depth semi-structured interviews with users of heritage buildings that were thematically analysed, complemented by the monitoring of internal environmental conditions and system dynamics analysis. The results show that although the residents perceived the buildings’ temperature as poor, passive thermal comfort actions (e.g., wearing more clothes and closing windows) were preferred against invasive retrofitting solutions for thermal comfort due to residents’ resistance to a potential loss in the buildings’ values and the high cost of changes. The degree of change necessary for maintenance, renovation, and actions for improving the thermal comfort of a heritage building is related to values and to their preservation for future generations. The users’ changes were limited to small-scale interventions in floors and ceilings while avoiding touching what they consider essential to preserve and protect (i.e., social and cultural values). Integrating the user into the decision-making process would enhance the long-term continuity and sustainability of retrofitting policies and guidelines, thus avoiding losing heritage-built stock

    Damage function for historic paper. Part III: Isochrones and demography of collections

    Background: In the context of evidence-based management of historic collections, a damage function combines aspects of material degradation, use, and consideration of material attributes that are important for satisfactory extraction of benefits from user interaction with heritage. In libraries and archives, it has been shown that users (readers and visitors) are mainly concerned with loss of textual information, which could lead to degradation being described as unacceptable, at which an object might become unfit for use and therefore damaged. The contribution explores the development of the damage function for historic paper based on data available in the literature. Results: We have modelled the dose–response function taking into account 121 paper degradation experiments with known T, RH of the environment, and pH of paper. The function is based on the Arrhenius equation and published water absorption isotherm functions for paper. New isoperm plots have been calculated and isochrones have been developed. These are plots linking points of equal expected ‘lifetime’, i.e. time until an object is expected to reach the state of threshold fitness-for-use. We also modelled demographic curves for a well-characterised research collection of historic papers, exploring the loss of fitness for use with time. Conclusions: The new tools enable us to evaluate scenarios of management of the storage environment as well as levels of access, for different types of library and archival paper. In addition, the costs and benefits of conservation interventions can be evaluated. The limitations of the function are the context of use (dark storage and reading), exclusive focus on the properties of an average paper type, and de-prioritised effect of pollutants; however, the latter can be considered separately. This work also demonstrates that transparent and publically accountable collection management decisions can be informed, and challenged by, effective interaction with a variety of stakeholders including the lay public

    Unpacking the Dynamics of Urban Transformation in Heritage Places through ‘Critical System Dynamics’: The Case of Beresford Square, Woolwich

    Rapidly growing research in urban heritage studies highlights the significance of incorporating participatory approaches in urban transformation projects. And yet, participation tends to be limited, including only certain segments of the population. It is also acknowledged that cities are ‘dynamic’ and ‘complex’ systems. However, there is extremely limited research that captures the dynamic transformation mechanisms in historic urban environments. This paper aims to illustrate a novel, mixed-method and dynamic approach to unfold the dynamics of urban heritage areas. We do so by focusing on the historic area of Woolwich, a South-East suburb in London, UK. To do so, we apply ‘critical system dynamics’ for the analysis of a mixed dataset which incorporates architectural surveys, interviews, online surveys, social media data and visual observations of material change through light archaeology. Within the framework of ‘deep cities’, the article argues that the transformation of a place is a complex process that can be captured not only based on ‘what we see’ but also on ‘what we cannot see’. In other words, the invisible (values, emotions, and senses) is as significant as the visible. This is of paramount importance as most urban planning policies tend to be based on material, visible remains and less on the spirit or soul of a place
